Referenced letter outlined the increase in costs of producing

Contract A-101 presently specifies one prototype and one
production model of the System 4 test set for requirement. 1 and.
two production models for requirement 3. On September 26, 1957
we shipped an improvised configuration of, the System 4 test set
to accompany the two System 4's shipped at about that time. This
test set was put together on a rush basis with concurrence from
Headquarters and was made up of laboratory and field test gear
then in use by our engineering personnel.
Certain functions which are incorporated in the production
version of the test settwere omitted from this improvised set.
Programming test equipment witch. -to quite necessary was not
included because it was not available, at the time of shipping. There
are certain other less important functions which were omitted and
which we now believe should be covered in this test set. Accord-
ingly, we recommend that a mndification kit be prepared and
shipped to supplement the improvised test set. We are presently
preparing a proposal covering the items that comprise this initial
test set and the proposed supplernent.and will forward it for your
approval. With such modification we believe this original test
set will be adequate to serve as one of the two test set required
by Customer No. 1.
We now plan to deliver the prototype System 4 test set for
project use and to send the two production units to FOG.. One of
the production units has been cancelled on the basis that the
improvised set already shipped would serve in its place. Part
of the funding for this production set can be used to cover the cost
of the improvised unit; the remainder of the funding will be surplus.
We will give you a reconciliation of these proposals andfunding when we
forward the cost estimate for the improvised test set.
