During the course of development of System 6 our antenna
engineers found it necessary to design certain antenna-
coupling devices having rather unique characteristics. The
principal work on this activity was conducted by Howard E.
King, at that time a member of the R-W Antenna Department,
and now employed by Space Technology Laboratories, Inc.
Because the work performed on antenna couplers might be
considered in the nature of a contribution to the art, Mr.
King wishes to publish in the Proceedings of The Institute
of Radio Engineers a paper covering the design principles
he developed. Two copies of this paper are enclosed here-
with for such review as you may feel necessary prior to
granting approval for their publication. I believe you will
find that nothing in the paper conveys the slightest hint with
respect to end use, nor is there any indication of the
organization for whom the work was performed.
