~~~ ~'~~ Approved For $,elease 2000 ~b1! d'~81 ~0878R001400110194-6 25X1 A Ts-14z9z6 25X1A 6 December 1955 SUDJECT: Contract Requirements 1. During a recent Logistics Planning Conference held with various contractors during the week of 28 November - 2 December certain factors that hFVe a direct bearing upon contracts now being held by - were discussed. In particular, those areas included certain contract commitments that require either change or authorization for procurement in order that Project A{:~UATQNE might be adequately s!zpported. I have listed below those areas discussed along with my recommendation as to the disposition of these cases. 25X1A (1) Recommendation was made by thA contractor as to the type test equipment necessary to be included in the unit essential equipment list (TTEE). In most eases this equipment was designated by the manu- facturers named and a.s such are not common items in the 9.ir Force stock listing. In addition, this equipment was chosen because of its range, stability, and configuration. As a result there would be no assurance that items listed in the Air Force stock list, which appear to be like items, would meet specifications desired by Ramp-Wooldridge. ~~ These items include such things as multimeters, oscilloscopes, etc. As the Air force is critically short an any type test ec~.uipment, and \~~ compatible with the basic items being procured under the contract, I recommend Ramo-Wooldridge be given authorization to b+~y the necessary text equipment listed under the UEE. (z) Another item the contractor calls for in the fly-away kit list includes such sub-minatures as capacitator;,, resistors, transistors, etc. .again, these items havo been procured because certain stability or range factors. These, too, would. be almost mpossible to identify within Air Force stock lists Y:hile at the same tine trying to njee~ the unknown ranges desired by the contractor. I recommend kamo--Wooldridge be given authorization to purchase these items against the contract as ud.ditional spares be furnished for fly-away kits. ~'~d'lA's6iT H0. Thia would permit "B1a.ck box" type change on pre-flight, thereby not holding up the missions. Recommend that the contractor be given permission to proceed Yrith the project of building the pre-flight trailer and that they be granted authority to purchase the trailer or, if so desired, action be taken to ship a suitable trailer as GFE. (4) Remo-j~ooldridge procures-tape to be used for the tape recorder in system #1. Remo-Wooldridge presently has made contact with the manufacturers who can produce a suitable tape. Cne of. the tapes ~?tilized is a thin based type and was produced partic~al~.rly for this Lroject. Because Remo-wooldridga previously has made the contacts and because the Air Force does not bt~y a thin based tape such as the one being presently used in recording, Y recommend that Remo-Wooldridge be .authorized to procure all necessary tape for this F"roject. TS-1~292~i Cy ~of7. (3) The contractor established the need for a trailer equipped r~ith the various radar systems. This trailer is to be used for the 25X1A 25X1A (1} Discussions with and indicated that Lockheed has made no provisions for the training of mechanics to maintain the auto pilot. I recommend necessary arrangements be made with Lockheed to cross-train mechanicw that are presently con- templatesd~~~for assignment to the Project or to a.dc~ an addition of people to each base who have been adequately trained to ?~t~sd'intain and install .the auto pilot. (2) Zockheed indicated their agreement to have a coup'_e of mechanics factory-trained for the maintenance of the h1A-~, starting ?units. These people should be trained as soon as possible, in order that they can be read to maintain these units which a..re scheduled to arrive at ~ between now and 1 January 196. 25X1A 25X1A 25X1A Materiel Officer PCS~DCI_ 25X1A Approved For Release 2000/09 ~~~81 6008788001400110194-6
