Project, CHALICE.
1. This memorandum contains a recommendation suinitted. for
concurrence of the undersigned. Such recommendation is contained
in P ral 5.
25X1A5a2 2. Contract No. covers the procurement of 2)
Radar Repeater Jammers for installation in the U-2 Aircraft.
The Basic Contract provided for the negotiation, at a later date,
of a list of spares and. related equipment to support the Repeater
Jammers. Amendment No. 1 to the contract incorporated the spares.
This Amendment NW. 2 incorporates the necessary test equipment
and calls for delivery concurrent with delivery of the Jammers.
3. Amendment NO. 2 obligates an amount of($560.111!!!!!!!!!111111111
to Fiscal Year 1959, Project CHALICE Funds. This resultsin a total
obligation under the contract of This increase is provided
for by Program Approval CRAL-0657. By concurrence to this memorandum
the Comptroller eighifies that sufficient funds are available and
that funds have been adjusted as provided above.

4. Certifieation of funds for this contract will be handled
under the procedure approved by the Director of Central Intelligence
on 15 December 1956 Which, in effect, results in all covert expenses
involving issuance of Treasury CheckA being accumulated in a
separate account within the Mance Division. The amounts in this
account will be periodically scheduled for certification of the
vouchers by the Director. This procedure eliminates the necessity
for a separate certification of authority under Section 8(b) of
Public law 110, 81st Congress, (formerly 10(b) see 85-507 dtd.
7/7/58) for each contract.
