Lockheed. Aircraft Corporation Proposal for Work
Directive No. 13
Task Order Ne 04-13782.1, Contract No. B. A. 201-10096-0

1. The referenced proposal, dated. I June in the amount of
deals with the engineering design study completed by Lockheed for an In-
flight opening door conversion on a C-118 aircraft. I am bringing it up at
this time because I am not totally sure that you are aware that the instant
proposal really confirms work already done on -which oral approval was given

2. The ball had been originally started byl and
responding to an FE Division requirement connected with Project
I wever,, in the meantime FE Division withdrew its interest in a C-118, and
we had, independently taken action to meet their revised requirement dealing
with an to-flight en door on a C-54 aircraft. This letter endeavor is
now identified as
3. By the time the change was known to us$ Lockheed had already
done about half the design work necessary for the conversion. Since this
study has potential application for 1FD now that Mr. Bissell has approved in
principle upgrading our transport aircraft from C-5)'s to 0-118's, i felt
that we should not only protect Lockheed on their manpower investment, but
complete the job so that we could take advantage of the savings in lead time
when finally make conversions of this sort. As noted on the referenced
proposal, the engineering drawings and related materiels are already in the
hands of the Materiel Staff. Please let me know if you feel that the con-
tract referred to in the proposal is the appropriate place for 1odgient of
