On 15 August 1963 Mr. Cunningham requested that the undersigned attend a meeting, regarding the above subject, under an invitation originally teneee to Mr. Cunningham by the DD/S&T. The meeting was convened -arimarily to determine the timing for a request to the NRO that they make available two P-3Vs for utilization in the program. Factors 25X1C bearing on the timine decision were the upcoming visit of I . during the week of 7 September and a field trip planned an or about the 15th of ..eaptember to the field station to discuss the new aircraft. The feeling was ttatpressed by I I and seconded by other members of the panel that it would be premature at this time to submit a request for -ale aircraft to the NRO. It was the general consensual of opinion that we should first obtain I I whole-hearted backing of the new aircraft (apparentlyl lie not too enthused about the change) as well as solicit inputs from the field concerning basic equipments desired on-board the P-3V. It now appears that the earliest possible date for such a request to the NRO would be somewhere around the middle or latter part of October. The undersigned expressed NROts wishes to get on with the request and as such informed the panel that any action they could take to speed up the request would be greatly appreciated. Z. As a sideline in diecussions with of SOD after the meeting adjourned, I learned, quite to my surprise, that funding for FY 64 would be short in the amount of appro2drnately1 I It appears that in the summation of the Budget for FY 64 provisions for equipping the aircraft with defensive, navigation, and communication zlient, etc. were omitted. However, it is not felt that the anti will be neede4 as much of the equipment will be included in the basic at as received from the Navy with the obvious exception being defensive equipment.
