For the second time in forty-five days I became aware of a comment in the Monthly Report rendered by all branch cin OCS to hiefs that The attached incident. 2. The following paragraph is in the July report written by "e. Air Defense System Analysis Program ADSAP was analyzed and written by during the month. The program takes an aircraft path and evaluates radars which can track it at the input positions. The completion of the program is held up until formats of the aircraft path can be obtained from OSA." 3. Because the association of aircraft to OSA seemed to be indiscrete, if in fact not a security violation,aI felt as necessary to again discuss with and the inclusion in the Monthl Report of re- marks s concerning OSA business. Mr. Security Staff, accompanied me during the discussions held in the OCS Conference Room at 1030 hours, 3 August 1964. 4. explained the OSA position concerning association of OSA to aircraft and/or missile activity. agreed future reports would not include or infer this association. 5. I reiterated the D/FA position of 15 June 1964 stating OSA items should not be included in the Monthly Report. Acting as direct liaison with OCS per AD/OSA memorandum to OCS; subject: "Computer Support", dated 20 July 1964, I could review and discuss the items prior to publication. After considerable discussion on the subject the meeting adjourned without agreement on either of these positions. 6. In view of the past two incidents and the pre- vailing attitude in OCS I recommend the AD/OSA discuss the problem with AD/OCS and formulate a position directive on both staffs. It is clearly evident to me OCS personnel want very much to know all of OSA activity, but want to preclude any knowledge on our part of their programming or computer operation. This "one way street" of information flow can only prove detrimental to OSA.
