(Internal Use Only - RLB) LEGISLATION Spoke with Ms. Tracey Cole, OMB, concerning certain provisions in the House and Senate versions of the State Department Authorization bill. Ms. Cole said OMB was working on the various provisions in this legislation and had received indications of opposition from other departments and agencies in addition to our own concern. The addition to the bills of a provision concerning "high-one retirement" for State Department employees could result in a veto threat by the President. 32. (Unclassified - RLB) LEGISLATION Spoke with Mr. Robert Angarola, on the White House Domestic Policy Staff, regarding a proposed amendment to the International Security Assistance bill in the Senate concerning narcotics activities abroad by U. S. officers and employees. Mr. Angarola said the amendment apparently was in reaction to an impression by certain Senate staffers that the Drug Enforcement Administration was concentrating ; too much on enforcement activities abroad rather than intelligence gathering activities, but that, as the proposed amendment had been drafted, it would have a serious negative impact on the ability of all U. S. Government agencies to collect narcotics intelligence abroad. Mr. Angarola indicated that it appeared the proposed amendment in its present form had been killed. We agreed to keep in touch on this. 33. (Unclassified - RLB) LEGISLATION Had several discussions with Mr. Forrest Frank, on the staff of the House International Relations Committee, concerning the Science and Technology amendment, Title V of the State Department Authorization bill, H. R. 12598.
