Waller Inspector General SUBJECT : Material Provided by House Select Committee on Narcotics Abuse and Control 1. Forwarded herewith are eight folders provided this office on 12 December 1977 by Mr. William G. Lawrence, Chief of Staff of the above Committee, and Mr. Joseph L. Nellis, Chief Counsel on the staff of that Committee. The material is assembled from a wide variety of sources in an investigation conducted by Mr. Lawrence and Mr. David Pickens, also of the Select Committee staff. 2. The material in these folders is on loan from the Committee, as shown by the statement attached to the front of each of them. No copies are to be made of this material, without permission of the Committee staff. It has been made available to the Agency for review by the appropriate elements in CIA, for that information which is within the proper jurisdiction of the Agency. 3. Although the files, and the documents that they contain, do not carry national security classifications, some are marked Sensitive and we are advised that some of the material was supplied by confidential informants. We are requested to protect the identity of these informants so that they will not be revealed to anyone who would jeopardize their position or safety. 4. The Select Committee encountered the problems recorded in the attached folders in Miami, in which business interests and Cuban nationals seemed to.have been involved, with significant overtones of narcotics smuggling. Based on information derived in other locales as well, the Select Committee investigators believe that there are possible connections with the criminal underworld, and the present Cuban government. They state that individuals are involved who also have asserted that they had past CIA connections, with the possi- bility that some of those connections may be active today. 5. A commercial undertaking known as seems to have some central role. The Committee staffers believe it has Castro connections, "Castro" even approving some of its loans. Approved For Release L64/00/t9-'814-f M M0098OR000100020086-5 an example was a $150 million loan to Colombia, to ingratiate Cuba with the Colombian government. One name that was identified was Salvador Alderiguia, believed to have KGB and Cuban connections. 25X1 7. Messrs. Lawrence and Nellis called on me as a result of a request to the Director by Mr. Lester L. Wolff, Chairman of the Select Committee. Copies of the documents that were given to me on loan today will also be provided to the Attorney General. We were advised that the nine-page memorandum under a 1 August 1977 cover, at the top of the file labeled "Documents," reflects the views of the investigators on the matter. 8. It is requested that you have the attached files reviewed to ascertain those matters that are appropriate for CIA to address in its jurisdictional responsibilities, for example foreign persons implicated. The names of U.S. persons, of course, should not be extracted and retained unless they are the subject of a proper interest by this Agency. 9. It is requested that you have this matter reviewed on as expeditious a basis as possible, and that your approval of CIA interest and appropriate action be made. Because the Attorney General has not received the material as yet, we should take no action until we are in a position to deal with those government agencies that may become involved as a result of action by the Attorney General.
