19. (Unclassified - JMD) LIAISON Called the office of Senator
John Stennis (D., Miss.) to arrange a courtesy call meeting between
the Senator and Ambassador Carlucci. I was advised that the Senator
tentatively plans to return to town on 19 January; however, his wife
is ill and he may be further delayed. I said I would call back on the
19th.
20. (Internal Use Only - LLM) LIAISON Cliff Fowler, GAO,
called to request that we provide former Chairman of the Nuclear
Regulatory Commission, William A. Anders, authorization to discuss
with GAO the information provided Anders by CIA on II Mr. Fowlea.STAT
amicably withdrew his request for the time being, after I told him that
I believe we would have to view the request in light of the Director's
letter to Elmer Staats, Comptroller General, 28 December 1977, on
this subject. Mr. Fowler informed me that there would be a meeting
tomorrow within GAO with the Comptroller General to discuss the
implications of the letter on the GAO investigation.
21. (Unclassified - LLM) BRIEFING Had several conversations
late in the afternoon with Mike O'Neil, Chief Counsel, House Permanent
Select Committee on Intelligence, on the DCI's appearance before the
"y~Subcommittee on Legislation tomorrow to testify on electronic surveillance.
We arrived at a feasible arrangement which on the one hand would
accommodate the DCI's schedule and on the other permit a last minute
substitute of Tony Lapham, General Counsel, depending upon the time
spent with the first witness, Attorney General Griffin Bell.
22. (Internal Use Only - LLM) LIAISON Called Tim Ingram,
Staff Director, House Government Operations Subcommittee on Govern-
ment Information and Individual Rights, and arranged for a meeting
Thursday, 12 Januar at 9:30 a. m. , in res onse to two outstanding STAT
requirements. OGC, and will handle
the questions raised concerning thel case and procedures STAT
under 28 U. S. C. 535. Ingram was mos-E p ciative of our follow-up.
In response to my query, Ingram said he was sure he had mailed
to us the galley proofs of the earings but that he would pro-
vide another set to us on Thursday when we meet with him.
