4.1 LIAISON Received a call from
Ira Goldman, on the personal staff of Representative Robert McClory
(R., I11. ), who said the Congressman was desirous of his having the
necessary clearances to assist the Congressman in work which he is doing
on electronic surveillance legislation. He said the matter had been taken
up with Chairman Edward Boland (D., Mass.), House Permanent Select
Committee on Intelligence, who said he was in no position to clear a member
of the Congressman's personal staff and according to Goldman suggested the
matter be taken up with the Director. I explained the problem that we have
had and the Director' s position on this matter, which is not to grant
compartmented clearances to personal staff members; but being aware of
the fact that Mr. McClory has a bill on this subject and being desirious of
providing some type of assistance, I told Goldman that I would discuss the
matter with the Director to see if we could somehow accommodate his needs
without granting a clearance for or exposing him to compartmented information.
Goldman is interested in reviewing the executive session testimony on this
subject and suggested, as an alternative to granting him a compartmented
clearance, we delete from the transcript those matters falling within the
compartmented category. I told him I did not want to get at cross
purposes with the Chairman on this and noted that the transcript is the
property of the Committee. I also indicated that I did not feel this would
be a satisfactory arrangement. I did promise to look into the matter
however and be back in touch with him. Goldman apparently has no
current clearances but at one time was cleared when he was a law clerk
with the U. S. Attorneys office in Philadelphia. Action should be taken to
initiate a basic Top Secret clearance for Goldman but I will discuss this
matter with Tom Latimer or Mike O'Neil, both of the House Select
Committee.
1 -1 LIAISON Called Ralph Preston,
House __1.1 _ _p__a>___m _ m____s e o__._ _____mittee staff, and confirmed
the Director's appearance on 25 January (both morning and afternoon)
with the understanding that he would be excused from noon until
2:30 p.m. because of a speaking engagement for which he is already
committed. Preston indicated that was quite satisfactory and that they
would welcome Paul Walsh, NFAC, or whomever else the Director
would designate to conclude the briefing on 26 January.
