SUBJECT . Providing Unclassified Publication to
Congress
1. Action Requested: That you approve the distri-
bution to all Members of Congress of a recent NFAC pub-
lication that lists all CIA publications released to the
public through the DOCEX system of the Library of Congress.
2. Background: In April you approved a pilot pro-
gram to distribute unclassified publications to the ninety
members of our oversight committees in the House and
Senate. This program appears to be working well. Man-
power and resource constraints have made it impossible
for us to provide this service to all Members. We have
recently compiled a listing, however, of all CIA publica-
tions released to the public through the Library of
Congress DOCEX system. (Attachment 1) I believe this
publication (and its annual updates) would be useful to
all Members.
3. Staff Position: This proposal has been coordinated
with the Office of the Legislative Counsel and the Public
Affairs Office. The Legislative Counsel suggests that
another way to handle distribution would be through the
Select Committees in the House and Senate. In the past,
they have appreciated the opportunity to provide documents
to Members themselves rather than having you do so directly.
If you wish to explore this method of distribution, OLC will
contact the committees and determine their preferences.
Otherwise, the Congressional Support Staff in NFAC will pre-
pare the letters to each Member.

4. Recommendation: That you approve the distri-
bution of the referenced publication to all Members of
Congress and indicate whether you prefer to do so directly
or explore doing it via the two Select Committees.
