MEMORANDUM FOR: Director of Central Intelligence
Director, National Foreign Assessment

SUBJECT Providing Unclassified Publication to
Congress
1. Action Requested: That you approve the distri-
bution to all Members of Congress of a recent NFAC
publication that lists all CIA publications available
in the Library of Congress.-
2.. Background: In April you approved a pilot pro-
gram to distribute unclassified publications to the
ninety members of our oversight committees in the House
and Senate. This program appears to be working well.
Manpower and resource constraints have made it impossible
for us to provide this service to all Members. We have
recently compiled a listing, however, of all CIA publica-
tions released to the public through the Library of
Congress DOCEX system. (Attachment 1) 1 believe this
publication (and its annual updates) would be useful
to all Members.
3. Staff Position: NFAC has the ability to service
Congressional requests for these publications. We do not,
however, have the ability to service Congressional constit-
uents, and have made that point in the letter we propose
you send to individual Members of Congress. This proposal
has been coordinated with the Office of the Legislative
Counsel and the Public Affairs Office.
4. Recommendation: That you approve the distri-
bution of the referenced publication to all Members
of Congress.

Dear Senator (or Mr .) :
The CIA regularly publishes unclassified reports
on a wide variety of topics. Normally, these pub-
lications are distributed to individuals and to
institutions that subscribe through the Library
of Congress. We have recently compiled a compre-
hensive listing of such documents made available
from 1972 through 1977, and we plan to update
this list annually.
I am taking the liberty of forwarding this
listing to you-in the hope that it might be use-
ful to you and to your constituents. Unfortu-
nately, we just are not equipped to handle con-
stituent requests for unclassified publications,
and I would suggest that these requests be directed

to the Photoduplication Service of the Library
of Congress.
I personally place a great deal of importance
on making unclassified Agency reports available to
the public. We all recognize the vital necessity
of maintaining the security of classified infor-
mation. However, it is my hope that by putting
as much unclassified information as possible into
the public domain, we will be better able to pro-
tect the information that must remain secret.

useful.

As you no doubt remember, when you were
here for lunch with us in February, we talked
about ways in which we could inform Members of
Congress about unclassified Agency-publications.
Attached is a listing we have recently developed
that seems to fill the bill. This publication
is being sent to all 535 Members, and we will
update it annually. In addition, we are now
distributing all of our unclassified publi-
cations to the ninety Members on our eight
oversight committees as well as making them
available to the public through the Library
of Congress.
I hope this information proves useful to
you and your colleagues, and we do appreciate
your interest in this Agency.
