1. I I LIAISON' Called Beverley
Lumpkin, 5u commit ee on -rnaLlbnal Organizations, House
International Relations Committee, to tell her that the request
for additional staff participation in upcoming interviews with
former Agency officials contained in Chairman Donald M. Fraser's
(D., Minn.) letter of 2 August 1978 was acceptable.
2. LIAISON Spoke to Chuck Snodgrass,
on the statt of the House Appropriations Subcommittee on Defense,
oncoming the new State/CIA Diplomatic Telecommunications
Service agreement and in response to his request provided.
him several background documents. His general view is that
the new agreement looks very fine but he will be turning it
over to the Investigations Group, which is more familiar with
the background, for their evaluation. He urged us to get the
approved agreement to the Hill as soon as possible and no later
than tomorrow for it to have impact on the appropriations process.
3. LIAISON Called Ed Levine, on
the staff of the Senate Select Committee on Intelligence, to
discuss certain aspects of their currentII report and told. 25X1

classified from our perspective. He, therefore, said the

Short said a friend who works in Building II
observed a Russian who works for the Smithsonian Institute on the
second -floor of Building taking a small canister of 25X1
film out of a trash can on the third. floor of that building. 25X1
This is adjacent to a CIA office. The man who observed this 25X1
then looked in the same trash can himself and found four
pictures of the 'T'ulsa-Oklahoma City area. Short called
Security on this matter which notified the Agency.
