Guy McConnell and Pete Bonner, both on the Senate Appropriations
Committee staff, on deferring to the language in 'title IV of
the' :i_nt:el lig ence a.u.thorizat:ion bill. in connection with the
excludable aliens problem. Ile then explained the precise
nature of the problem and roast the report language which had
just: been approved which would cause Immigration and Naturali-
zation Service to deny entry and enforce expulsion of hostile
intelligence personnel. Because of the particular situation
anything we would do would have to await conference which would
commence sometim;c; after 7 August. Wenk requested that I accoinpaiiy
him on the lli11. to assure that Committee staff appreciate the
problems this night create. I told him we would want to be sure
that we had properly sorted out the problem and we would be back
in touch.
/i?? LIAISON Called Tom Latimer, Staff
Director, House Permanent Select Committee on Intelligence, in
response to his request for a position on storage of NID's over
night in the Committee rooms. I told him that while I. fiad not
discussed this matter with top ma.ria{ ement, there were valid
reasons for insisting on tight security for this document.
I said such tight security was necessary to reassure collectors
that sensitive items could be included and this reassurance
was necessary if the document is to continue- as the high quality
product that it is. I told him that we had turned clown a similar
request from the'` Senate Select Committee on Intelligence staff.
Latimer believers our case would appear reasonable to the vast
majority of the Members of the Committee.

Conroy, in the office of Senator Alan Cranston (D., Cal.if.),
concerning an attachment to the Senator's note to CIA on behalf
of a constituent's Privacy Act request which did not appear related
to the request. Ms. Conroy asked that I return. that document to
her attention and we need not formally reply to the Senator's letter.
