1. This memorandum is to otzt.l-i.ne the procedures :far
handling draft. reports by IISCA. A copy of r. eference is
attached.
2. Tn essence, the IISCA has proposed that ti~rc engage
in an infoa?ma1. exchange on draft reports by t}ie Committee.
The Committee has a basic cone]:i.ta_on for this c-xchange,
howe~:Ter, that there be no record o:f substant:ive exchanges.
There have bee~a some pointed dissents by the Agency to
posi 4ians taken or indicated by the CoTmn:-_ttec, and the
Conui~ittee would like; the opportunity ~t:o address such
disa~~reements in ac}vaaice in ord.cr to resolve them w}Zere
possible, i~rithout creating an unnecessary record of
disagreement.
~. There arc advantages-in such an. approach from
the regency's point a:f' view, affording it the opportunity
to correct both factual mistakes and paints a:f view, at
the same time that it addresses c}uestions o:F security.
The i~DCI has approved engaging in this exchange, and the
condition that there is no substantive record t.o be
created during t}~is p}~aso o:C the xeview. If. there are
di.saLreements in the final. phase, of course, the Agency i.s
#ree to take such cour. se of aCt.1.071 as seems appropriate at
that tire.
