SUBJECT: Congressman Rose's Letter to the
DCI dtd 14 June 1978

1. For your information, I am attaching a copy of Congressman
Rose's letter of 14 June 1978 to the DCI concerning Community ADP.
2.. As I had reported'to the Information Handling Committee at
its June meeting, it was my impression, based upon subsequent con-
versations with Chairman Rose and members of the Committee staff,
that our presentation on Community ADP to the Subcommittee of the
HPSCI was very well received, and that the net result was the
establishment of a strong foundation for future interaction with
the Committee on Community ADP problems.
3. I would like to express my appreciation to all of you who
worked with this office to achieve a balanced and coordinated
presentation on the part of the Community. The achievement of
this goal required a substantial investment of time and effort by
all participants, but I believe that it is one that will pay

Dear Admiral Turner:
In reviewing the testimony and materials submitted
to this Subcommittee during the ADP hearings conducted
last month, a report prepared by the Subcommittee staff
on community ADP activities and reflecting on my own
visits and discussions in the community; it is clear that
community planning for and management of ADP resources
has been weak. While I realize the problems of the past
,cannot be cured overnight,.I am encouraged that the
community has begun to take steps to improve its planning
for the future so that some of the problems which have
occurred will not repeat themselves.
I look to your Office of Community Information
Systems as the intelligence community's focal point
,
and, in effect, cross program manager for ADP. A strong
management role, one which stresses systems integration
and sharing, ought to result in improving-the effective-
ness of ADP services to users and in reducing duplicative
activities..
I have communicated similar views to the Defense
Intelligence Agency; noting that now as program manager
for the GDIP and concurrently with the development of
long-range planning in their-System Planning Office --
.DIA should be able to exercise a firmer management role
with the Services and Commands in the planning and develop-
ment of new systems.
