Official Conduct yesterday ap- pointed an outside special counsel to study reports of wrongdoing by Rep. Daniel J. Flood (D-Pa.). Committee Chairman John J. Flynt Jr., (D-Ga.), in a statement, insisted .that the move was not an investiga- tion but a study to determine whether there was reason to believe that viola- tions of law or codes of conduct had taken place. If such a determination is made, he said, an investigation could begin. Flynt refused to name the congress- man involved, but sources close to the committee said it was Flood. "Since our function is quasi-judicial, I do not believe it would be proper for me or any other member to com- ment on the study until its comple- tion," Flynt said. Flood could not be reached for com- ment. Flood is being investigated by the Justice Department in connection with his role in the funding of a $65 million construction p r o j e c t-Hahnemann Hospital in Philadelphia. The special counsel named by Flynt, subject to final approval by the House Administration Committee, is Elliott Goldstein, a partner in the firm of Powell, Goldstein, Frazer and Murphy, with offices in Washington and At- Goldstein will be assisted by two other lawyers with the firm-Mark Eaton and Daryll Love-and James Coleman, staff counsel of the commit- tee.
