I called-Blakey to solicit his comments on the security situation in his office and to ask what he planned for the future after the termination of the present security staff. His comment was, "Don't worry about it.... the function will be assumed by someone else." He later indicated that Tom Howarth, the finance officer, may be appointed to assume the security duties. I said that I wanted to see his plan for security coverage, anyway. He passed on again with "Don't worry about it." 2. Blakey then explained his planning for delivery to us of the Findings and Conclusions Report. 11-12 December 1978 HSCA will deliver to us a complete rough draft of the Findings and Conclusions Report. They expect us to informally review that Report for: 1. Accuracy... in our judgment. 2. Suitability for declassification. 18 December 1978 HSCA-needs our informal comments on the above Findings and Conclu- sions Report. GRB wants these comments to be given only to him. He does not want us to "lobby" the Members of the Committee with in- formal comments! 22 December 1978 Committee meets to vote on Report. GRB asked for a fast turn-around ..suggesting 48 hours. I re- minded him of the 5 days and he agreed. 31 December 1978 GRB/HSCA must turn in copy of Report to Speakers Office. January-February 1979 HSCA will continue to deliver drafts of various sections for informal review and comment. 3. Re:. Car.lucci's testimony, ll.December 1978. Blakey will NOT introduce the witness with a "narration." He does not need a biography. He expects the members to ask "philosophical" Q/As ....... no specifics!
