SUBJECT: Meeting with Dan Childs, SSCI staff, on HUMINT

1. 0 On 17 November 1978, Dan Childs, Senate Select
Committee on Intelligence (SSCI) staff, visited CIA to read the
country plans prepared for his use as part of the CIA response
to an SSCI request for a study on the value of HUMINT, and to
discuss further actions necessary to complete the study. In

2.1I Childs expressed his appreciation for the work
done so tar and was especially impressed by the country plans.
He does, however, want to see whatever may be available in
overall assessments of targets because he does not feel that
the evaluation material he now has (evaluation of the local
objective in 20 selected countries) satisfies his basic
25X1 requirement. Childs said several times that while what he has
received is very good, he needs to have an overall assessment
