MEMORANDUM FOR: Legislative Counsel
FROM: Chief, Coordination & Review Staff
SUBJECT: Review of CIARDS
1. The Office of Personnel requested that I meet with
representatives of Personnel, General Counsel and the Office of
Finance at the conclusion of this Congress to conduct a review of
CIARDS to identify any needed changes in the system to be made by
legislation or Executive Order. To assist in this review, I plan,
together with Personnel, to meet with Hilda Schreiber, OMB, to review
with her all the changes made to the Civil Service and Foreign Service
Retirement laws in this Congress. Schreiber is the expert on retirement
and is thoroughly familiar with CIARDS.
2. I have developed an extensive background in retirement matters
during most of my years in OLC. My expertise has been most helpful
to Personnel and has given OLC a solid input into the formulation of
CIA's retirement policies. It is this kind of developed expertise in a
most important area which I feel belongs in the C&R Staff since it cuts
across all of the staffs in OLC. I will maintain this role with Personnel
and carry out the above meeting unless you want to assign it elsewhere.
