MEMORANDUM FOR THE RECORD
SUBJECT: 28 August Conversation With Mike Brown,
Senator Joseph Biden's (D., Del.) Office
STAT : 1. On 28 August 1978 I received a call froml L] OLC, who
said he had been contacted by DDO representatives who indicated that a
Mr. Mike Brown, in Senator Biden's office, had expressed an interest in
developing amendments to section 662 (Hughes- an Amendment) to the
STATForeign Assistance Act of 1961, as amended. said that since
the subject falls squarely within the legislation bailiwick, we might
return Mr. Brown's call.
2. The undersigned spoke to Mr. Brown on the afternoon of 28 August.
Mr. Brown informed me that he is a "summer intern" in Senator Biden's
office and that his interest in the section 662 provision stems both
from conversations he has had with Senator Biden in attempting to develop
projects he (Mr. Brown) could work on during his internship and from a
personal interest linked to a Master's Degree thesis-on which he is
working. Mr. Brown emphasized that although his interest in section 662
is related to his academic work, he has been tasked with developing for
Senator Biden.a three-four page memorandum outlining CIA's position with
regard to the Hughes-Ryan Amendment.
3. Mr. Brown further explained that he would like to interview
someone who is knowledgeable with regard to the background of the amendment
and its operative effect on CIA. I told Mr. Brown that I would look into
STAThe matter and that I or Chief of the Legislation Staff, would
be back in touch with him next week. Mr. Brown thanked me for getting
in touch and indicated that next week would be fine.
