MEMORANDUM FOR THE RECORD
SUBJECT : Representative Richardson Preyer, Chairman,
HSCA Kennedy Subcommittee
1. I was to have met with Representative Preyer
Friday, 18 August. His office phoned me to say that the
morning hearing had been delayed and that he would also
be delayed for an unknown period of time. He was scheduled
to leave for North Carolina that afternoon and his appoint-
ment secretary doubted that he would be able to meet me.
I said that I had planned to leave him a paper he could
take with him and read during the recess, and that I had
another paper to show him should he wish to see it on
another occasion. I could still arrange to meet with him
long enough to leave the paper with him, which I preferred
to deliver personally. He did not call back so I did not
get to see him.
2. This morning, at 11:00, Mr. Preyer phoned me
from North Carolina to state his regrets for not keeping
Friday's appointment. He said he is now involved with
Tobacco warehouse people; I replied that this was a
familiar subject from my own home. I said that it had
been my intention to leave a paper with him that he could
read over the recess; it had been declassified for his
review. He asked if it could be delivered to his
Administrative Assistant, Douglas Copeland. I said it
could be arranged, and he undertook to have Mr. Copeland
phone me.
3. Mr. Copeland and I have been missing one another
in phone calls since then. I plan to wrap the paper in
question in order for it to be delivered to Mr. Preyer,
with a covering letter explaiIIna it,
