MEMORANDUM FOR THE RECORD
SUBJECT: Multiagency Meeting with House Judiciary Subcommittee on
Immigration, Citizenship and International Law Chairman
Joshua Eilberg (D., Pa.) on 17 August 1978
STAT 1. 0 The meeting was called by Chairman Eilberg to discuss
Subcommittee staff access to Executive Branch material pertaining to the
Subcommittee's continuing investigation of alleged Nazi war criminals
residing in the U.S. The meeting convened at 1015 hours, in 2226 Rayburn
House Office Building, with Chairman Eilber presiding. Present from the
STAT Agency in addition to the undersigned were , and
STAT and Representatives were also present from the
Departments of Justice, State and Defense, as well as from the General
Accounting Office. A list of participants is attached. Chairman Eilberg
distributed a paper entitled "Scope of Subcommittee Investigation" which is
also attached.
STAT 2. 0 Chairman Eilberg began by reading into the record the
attached statement in which he declared that except for CIA, there was
confusion as to which material in Executive Branch files was accessible
to Subcommittee investigators. The Chairman noted that the Subcommittee
had worked out an acceptable Memorandum of Understanding with the Agency
governing access, protection, and use of Agency information.
STAT 3.1I The Chairman then proceeded to take up with repre-
sentatives of the various agencies particular problems which the
Subcommittee had with each of them. With regard to the CIA, it was
noted again that the Subcommittee had no particular problem regarding
access to Agency material, but the Chairman did ask whether additional
Subcommittee staff persons could be granted access in accordance with the
Memorandum of Understanding, and whether the Agency would be willing
to undertake additional file traces should the Subcommittee decide to
investigate specific cases in addition to those previously. looked at by the
GAO. The undersigned responded that the Agency would be willing to amend
the Memorandum of Understanding to provide for access by additional
Subcommittee staff persons holding appropriate security clearances, and that
the Agency was quite willing to cooperate with the Subcommittee's investigation
by undertaking additional file traces should these be requested.
