SUBJECT: General Accounting Office Meeting
STAT 1. On 6 July 1978, OLC, and the
undersigned met with Messrs. Dan Stanton and John Tipton of
the General Accounting Office (GAO) at their offices in GAO
Headquarters. The purpose of the meeting was to permit
Messrs. Stanton and Tipton to prepare for the GAO testimony
which is now scheduled for 19 July 1978 in open session.
Mr. Victor Lowe, who is the soon-to-be-reassigned Chief of
the General Government Division, will read the initial GAO
statement into the record which will reflect the information
already contained in their report.
2. Mr. Stanton expects that the questioning will go to
the GAO's production. of the complete report rather than any
substance. The schedule as it is understood by them after
conversations with the Immigration, Citizenship and Inter-
national Law Subcommittee is that the twentieth of July will
be for rebuttal testimony for individuals who want to record
their views on the alleged inadequacy of the GAO report, and
the twenty-first of July is tentatively scheduled for
executive session testimony by both the FBI and the CIA.
Thus far, there has been no formal request for testimony
received by OLC.
3. To assist Messrs. Stanton and Tipton in their review
of the material, they were given an opportunity to rereview
the summaries of the 111 alleged Nazi war criminals prepared,
and their file of notes was hand-delivered and left with them
for return subsequently. Before the meeting, Mr. Tipton had
requested a memorandum dated S February 1962 which was for-
warded to the FBI and the Immigration and Naturalization
STAT Service (Subject: P. The material was
reviewed cursorily by Mr. Tipton who asks for an opportunity
to review it further next week when he plans to visit CIA to
permit us to review the GAO opening statement.

4. We worked through a list of questions which the
Subcommittee left with the GAO concerning points that the
Subcommittee wanted covered regarding CIA's connection with
the war criminals cases. A copy of these questions is
attached for the information of addressees.
5. We can take no further action to prepare the DDCI
or whomever is elected to testify until a formal request is
received. For the record, the DDO will be unavailable through
18 July 1978 and the ADDO will be unavailable from 20 July to
7 August 1978.

1. CIA Connection
What was the extent of CIA involvement in Nazi war criminal cases?
Are there any indications that INS has information contained in
CIA files on cases they are investigating?
Did INS check CIA files when opening an investigation on allegations
G-G on Nazi war criminals? Did CIA provide INS with all information
available in their files?
Is there any agreement between INS and CIA whereby CIA would inform
INS on any evidence they would uncover regarding an alleged Nazi
war criminal in the U.S.?
From your examination of CIA files on Nazi war criminals, were there
any indications that CIA disregarded Nazi war criminal backgrounds
and used these persons in spite of this background information?
Have you come across any information that indicates CIA is behind the
Captive-countries organization to which some of these accused Nazi
war criminals belong? _
II. Conspiracy or Apathy
Have you been able to come to a conclusion whether there was a
deliberate concentrated attempt in INS to halt or prevent investigations
of Nazis?
Is. it true that there was an emphasis given seeking out Communists and
regarding Nazis as anti-Communists, therefore acceptable?
III. INS Use of Available Data
How extensively has INS reviewed and/or used information available in
West Germany, especially the Berlin Document Center, Ludwigsburg, and
Weisenthal's office?
From your visit overseas, did you get any impression that INS offices in
Europe were devoting any time and effort to furthering investigations
on Nazi war criminals?
