SUBJECT: Law Enforcement Assistance Administration Reauthorization Legislation.
On 9 June 1978 I received a call from Robert Carlstrom, OMB, concerning
the reauthorization legislation for the Law Enforcement Assistance
Administration (LEAA) which 01,113 was currently drafting. Mr. Carlstrom
specifically asked if we had any views on retaining in the reauthorization
bill the present section 508 of P.L. 93-83, the LEAA enabling legislation,
which restricted CIA assistance to law enforcement agencies. I told STAT
Mr. Carlstrom I would check on this and v a r~V to him. I raised this

consensus, reflecting my view, was that there were no grounds on which
we could at this point raise objection to the provision in section 508
of P.L. 93-83, given that it had been a matter of law for nearly five
years and given the problems that would be raised by our attemting to
have the provision deleted. I transmitted this view to Mr. Carlstrom on 12 June,
as a preliminary response to his question, and told him I would provide
him a final response as soon as possible.
Based on discussions with above-named Agency individuals, it was agreed
our formal position on this matter should be that the Director should not at
this point interpose an objection to the subject provision in the LEAA
legislation. This position was transmitted to Mr. Carlstrom on 23 June 1978.
