MEMORANDUM FOR THE RECORD
SUBJECT: H.R. 11245, Intelligence Charter Legislation
Spoke with:-. Parker, Chief Counsel Judiciary
Committee, regarding the referral of H.R. 11245
intelligence charter legislation to that Committee.
Mr. Parker mentioned that Gary Fay, Legislative
Assistant to Donald Edwards (D., Calif.) had men-
tioned this to him- Mr. Parker said the bill was
referred to Judiciary for the following three rea-
sons:
--to consider provisions relating to FBI;
--to consider provisions that relate to
authorities and responsibilites of the
Attorney General;
--in order to affirm the Committee's
legitimate jurisdiction under legisla-
tion within the purview of the House
Permanent Select Committee on Intelli-
gence.
Mr. Parker said the bill has not yet been referred
to a Subcommittee and that he doubted any action would
be taken this year.
