N.C.), Member of the House Permanent Select Committee on Intelligence, 9 February 1978 1. 0 On 9 February 1978 I met Representative Charles Rose and Dick Giza, of the staff, at 0800 hours at the front entrance to the Agency. Four separate briefings were scheduled with OTS, the Operations Center, OER and OSR. The (DER section was skipped due to the press of time. The briefing sessions went as follows: a. 0 The OTS briefing was accomplished in the Office of the Chief of DDS&T, Mr. Les Dirks, and was largely handled by the Chief of OTS, Mr. David S. Brandwein. Mr. Rose had three questions that were essentially unanswerable by the briefers (but will be directed to DDO at some future date): (1) 0 He wanted to know what kind of technical support is rendered to other U. S. Heyman, Director, CIA Operations Center. Mr. Giza in an aside told me that Congressman Rose had already been exposed to imagery and the results we could achieve with it and that this portion of the briefing was redundant. c. Congressman Rose was then taken to OSR where he was briefed by OSR, on the use of the "safe" computer system. Mr. Rose was clearly impressed with the utility, usefulness and efficiency of the safe system. He was mildly shockd to find out that the vast majority of the Intelligence Community is not hooked into this kind of a computer system. Dick Giza went out of his way to flag the rather dramatic contribution made by this analytical and retrieval system. Analysts who otherwise would have to deal with literally mountains of paper, are thereby freed to devote themselves to analysis rather than processing of paper. I gained the impression that Mr. Rose left thoroughly and favorably impressed with the safe system as employed by OSR.
