1. In response to the referent requests, repre-
sentatives of the Office of Security interviewed certain
personnel in the Office of Legislative Counsel (OLC) and the
Mail $ Courier Branch (M4CB), Office of Logistics. To date,
the results of this effort have failed to locate the missing
envelope. However, several additional questions have surfaced
for which there appears to be no immediate explanation.
2.1 the OLC claims to have hand-carried the envelope
in question to M?CB, circa the close of business 15 December
1977. This claim is based on the testimony of 25X1
Ian employee of the OLC Registry, and copy ot a
courier receipt and log record #Q260342 (Form 240). 25X1
claims to have delivered the envelope to a member of M4UB, whom
she tentatively identified as 25X1
The M&CB advised that on the evening in question,

were, in fact, in the main MECB area, circa 1715 ours
although the Branch normally closes at 1700 hours
