It is requested instead that you sign the attached memorandum stating that you will be submitting this agenda by 15 November 1978 as part of the Consolidated NFIP budget.. 2. Backgro zn.d: Traditionally, we have submitted the proposed legis-- lative prog.rard T6 the CIA. as part of or subsequent to, the Agency's budget submission. This year, that budget went to OMB on 15 September 1978. In recogn i 4 i,:.yri of your Community responsibilities, and in an effort to put the proposed agenda in as strong a position as possible, this year we are preparing the agenda to submit as part of the Consolidated NFIP budget, by 15 ,vember 1978. Your memorandum of 24 October 1978 to Community cornponen.ts requested that they review a draft agenda, reflecting primarily though not exclusively CIA proposals, and invited them to submit additional proposals. Although the response to the 24 October memorandum has been less than overwhelm jug, we have received some productive responses. At any rate, this agenda will be included in the budget submission on 15 November, and all Community components will have had full opportunity to weigh in with ideas. We could send a copy of the Agency's proposed agenda to OMB by 10 November, the deadline set in reference memorandum, and noting that a similar agenda will be forthcoming in the 15 November budget. The preferable course of action, in my view, is to follow through on our original tack to submit a single Community agenda with the NFIP budget. Reference memorandum requests that I submit the 1979 Legislative Agenda for the DCI to OMB by 10 November 1978. Pursuant to OMB Circular A-19 and Jim McIntyre's memorandum of 18 August 1978, requesting that the legislative agenda accompany the budget submission, I will be transmitting the 1979 Agenda with the Consolidated NFIP budget on or before 15 Novoutber 1978. I believe this is important so that the agenda reflects not ,.only the legislative concerns of the CIA, but those of other entities of tip Intelligence Community. The appropriate vehicle for such a submission is the Consolidated NFIP budget. I have already requested Community components to react to a proposed 1979 Agenda and to provide any additional proposals. We are contacting you now so that you and your Department can be involved as fully as possible in this process. In preparing recommendations on priorities, we would like to work from your legislative programs submitted through OMB pursuant to OMB Circular A-19 and Jim McIntyre's memorandum of August 18 (attached). Unfortunately, OMB has not yet received a reply to that memorandum from your Department. To permit the planning process to proceed, it is important that OMB receive your submissions no later than November 10th. In addition, we would ask that you supply to me by November 10th a confidential memorandum providing your personal recommendations concerning priority designation of your 1979 program. As we did last year, Presidential level initiatives should be classified as "Highest Priority" or "High Priority" and Departmental-level initiatives should be classified as "Must Pass Secretarial" or "Secretarial" priorities. We would like to receive your priority rankings of both new initiatives, and carry-over proposals from the last Congress. It would be helpful if you could. include a brief paragraph outlining the reasons for priority designation of any Presidential-level proposals. After we have received your written recommendations, I hope that we will have a chance to sit down together and discuss them. I want to reite=ate the importance of that requirement, which is set forth in-detail in OMB Circular No. A-19- in addition, legislative proposals involving budget authority and outlays must be reflected in your budget .submission as separate decision packages. In view of the President's' stringent budget policy for 1980 and because it is vitally important that the Presiden`.'s Budget present a comprehensive program for the Government, you should be aware that legislative proposals that are not submitted with your budget recommendations and are not included in the President's Budget wi?li have little chance of being approved for submission to the Congress next year.
