S.2525 - Proposed Intelligence Charter
Legislation - Title II, Issue Paper for
Special Coordination Committee Meetings
1. Action Requested: Attached, for your information
and review, is a self-explanatory statement of issues which
have been developed by the Administration's Charter Legisla-
tion Working Group regarding Title II of 5.2525 and will be
discussed at SCC meetings on 20 and 29 November.
2. Background: The Working Group has been meeting and
discussing Title II since June and has completely revised glvte-.6 -ce-t
Title II as is described in this issue paper. I believe youQ 17
have been furnished with copies of the working version of oc*eiva4t

that revision, dated 25 August 1978, and a "clean" copy will frov,ti;4
be provided to you as soon as it becomes available from DOD
which has been handling the logistical aspects of the revision
process.
3. By copy of this memorandum, I am inviting other
major Agency components to register their views with OGC
concerning any geral problems with the issue statements,
and to furnish l with any views they may have concerning
the appropriate Agency positions on each of these issues.
