It is the DDCI's strong view that the provision of the Ecountry pap=.;r. s will fulfill our requirement from the Senate Select Committee on Intelligence for an evaluation of the Agency's HUMINT collection capability. He urged that the DDO act as swiftly as possible to get these papers up to the Committee. Don Gregg informed. b. The DDCI realizes that any amendment of the FOIA will be difficult to achieve legislatively and politically. Nonetheless, he feels it excellent strategy to condition any prospect of a two percent across-the-board personnel cut upon the relief of FOIA. In sum, he is pursuing this course for tactical reasons with OMB more than for any reason of optimism on the legislative front informed. d. If we receive additic,rtal requests to brief on Kampiles this week, there is no problem with going forward in response. It does not matter how conclusive our briefing is on the questions involved. It is important that we do it. is orchestrating it for the DDCC with John Blake and Robert Gambino the primary participants. On the question of indirect distribution of unclassified publications to tl c Congress, the DDCI agreed with our recommendation that we try to peddle them through the committees first to see if there is any interest. If Bill Miller, Staff Director, Senate Select' Committee on Int,111igence, and Tom Latimer, Staff Director, House,Permanent Select Committee on Intelligence, don't want to handle it that way then we will go back to direct letters. I will handle this. g. The DDCI forgot to mention the Intelligence Authorization bill veto recommendation to David Aaron, Deputy Assistant to the Preside>ait for National Security Affairs, on Saturday. Nonetheless, he is not concerned that this recommendation will he acted upon. We shall follow it through Sam Hoskinson, NSC staff. informed. h. The DDCI urged me to check with and Scott Breckinridge on the House Select Committee on Assassinations' subpoenas, which I will do.
