Dear Admiral Turner:
I am providing, as an attachment to this letter, a copy of the
classified annex to the joint explanatory statement prepared by the
Committee of Conference to accompany the Conference Report on H.R.
12240, a bill to authorize appropriations for fiscal year 1979 for
intelligence and intelligence-related activities of the United States.
Due to the classified nature of intelligence and intelligence-
related activities, this annex to the joint explanatory statement is
the only vehicle for providing a detailed description of program and
budget authority covered by H.R. 12140 and is incorporated by reference
into the Act by Section 101(b) of the Act. As such it shall be deemed
to reflect the final action of the Congress with respect to the authori-
zation of appropriations for fiscal year 1979 for intelligence and
intelligence-related activities.
Because of the sensitive nature of the annex, we have limited
initial distribution within the Executive Branch to yourself, the
Secretary of Defense, and the Director of the Office of Management and
Budget. Further distribution to alb appropriate program officials is
requested.
I hope that you will find this annex useful. The Committee
staff is available to explain any of its contents in greater detail
if desired.
