Mr. Dempsey Mizelle, House Appropriations Committee staff,
and learned that the Justice Appropriation bill will not bb.-going 25X1
to conference until sometime after the upcoming recess.

1.3. I I THIRD AGENCY Called Ron
Holler, Office of Legislative Affairs, FBI, to discuss procedures
for implementing the understanding; on the third agency rule
J reached at the 3 August Senate-House conference on the State
Department authorization bill. I confirmed with Heller that
the agreement on procedures that had been reached between the
Department of State and the Agency earlier in the day was the
same as the one previously worked out between State and the
Bureau. Holler and I agreed that. the same procedures would be
used for FBI-CIA dealings on requests for documents by the
Senate Foreign Relations Subcommittee on International Operations.

Ledsky, OrTiZZor Legi3TarvZ tr rs, Department o.f State. I
asked Ledsky whether he knew who at the Department was going to
attend the meeting scheduled for Thursday, 17 August, in House
Judiciary Subcommittee on Immigration, Citizenship and International
Law Chairman Joshua. Ei_lberg's (D., Pa.) office on access to
documents on alleged Nazi war criminals. Ledsky later called
back to tell me that he had found out that Assistant Secretary
of State for Consular Affairs Barbara Watson would be attending
the meeting.

John Rhodes (R., Ari_z.). Mr. Rhodes explained to me that ATT
representatives had told him they do not want and do not need the
electronic surveillance bill. This was after I"had indicated
my contrary understanding of testimony I had heard from the AT&T
General Counsel. (See Memorandum for the Record by Pat Taylor.)
