MEMORANDUM FOR THE RECORD
SUBJECT: Intelligence Charter Hearings, 18 July 1978
1. On 18 July 1978 the undersigned attended an SSCI intelligence
charter legislation hearing at which the following individuals testified
on the issue of intelligence activities on campuses:
--Derek Bok, President of Harvard University
--Morton"Baratz,'.-.Secretary General of the American
Association of University Presidents, and
--Richard Abrams, President of the University of California
2. In general all three witnesses echoed the same theme calling
for "public notice" whenever CIA's activities would take the Agency on
American campuses and decried any covert recruitment on campuses. Listed
below are specific points made by each witness.
Mr. Bok of Harvard made the following points:
--The relationship between U.S. foreign intelligence agencies
and universities must be structured in ways that protect the
integrity of universities and the academic profession and
safeguard the freedom and objectivity of scholorship.
--Harvard presently governs itself vis-a-vis the issue
of relationships between Harvard and the CIA within the
framework of the following guidelines:
a) Harvard may enter into research contracts with intelligence
agencies provided that such contracts conform with Harvard's normal
governing contracting with outside sponsors and that the existence
of a contract is made public in the usual manner by University
officials.
