SUBJECT: Representative Wolff Is Amendment to H. R. 12514
1. On 31 July 1978, Representative Lester Wolff (D., N.Y.) introduced.
an amendment to H.R. 12514, the International Security Assistance Act of
1978. His amendment directs that the President, in cooperation with.
(a) Congress and (b) knowledgeable" members of the public, conduct a
full review of U.S.-USSR relations. The review will cover but not be
limited to reevaluating:
--U.S. objectives and priorities toward the USSR.
--the"Iirikages" -that exist, or should exist, between the
two countries regarding arms control negotiation, human rights,
economic and cultural exchanges;
--the impact of U.S. relations w,n.th Cuba and the People's
Republic of China on U.S.-USSR relations;
--the challenges posed by Soviet and Cuban involvement
in developing countries and U.S. response to those-challenges;

--the current status of SALT.

2. Ninety days after the enactment of this bill, the President
must report the results of the review to Congress.
3. Problem: Some of the items to be included iii the review,
such as SALT, will probably involve sensitive intelligence sources,
and methods. Wolff Is amendment passed the House late, Thursday
night. The House and Senate will go to conference this Thursday.
We should submit amendatory language stating that the President's
report will not contain classified information or information
compromising sources and methods or alternatively that such
information should be reported instead to our intelligence oversight
committees. We would be interested in your comments as soon as
possible.
