The Office of Management and Budget requests the views of your agency on the above subject before advising on its relationship to the program of the President, in accordance with OMB Circular A-19. The review requested by this Legislative Referral Memorandum is being conducted concurrently with the Special Coordinating Committee's (SCC) study of the broad policy issues raised in S. 2525. Therefore, in responding to this Legislative Referral Memorandum, comments by SCC participants should be principally focused on the more detailed legislative aspects of S. 2525 which are not being raised within the SCC. Of course, agencies not participating in the SCC review should provide OMB with relevant comments pertaining to the entire bill. Agency comments and the issues identified by the SCC will later be developed into a final Administration position for presentation to Congress. A response to this request for your views is needed no later than June 19, 1978.
