On 26 March 1978,1 ORD, called OLC to give his comments on the subject egis ation. He talked witif -1 made the following points: (i) the bill does not prohibit the Commission's releasing sensitive information; (ii) the bill does not require Commission members to obtain security clearances before receiving sources and methods information; (iii) all lderal agencies engaged in research covered by the bill should be ex officio members of the Commission; and (iv) the bill should clearly define what the Commission can publish or disseminate. 3, aid that HEW was seeking a watered-down version of this bill in order to protect and increase their position in this area.
