Dear Mr. Chairman:
This is in response to your request for the views and
recommendations of this Agency on H.R. 9775, a bill "To amend
the Federal Aviation Act of 1958, relating to aircraft piracy,,
to provide a method for combatting terrorism, and related
purposes," and H.R. 10139, a bill "To effect certain reorganiza-
tion of the Federal Government to strengthen Federal programs
and policies for combatting international and domestic terrorism."
We are formulating our position with respect to this bill,
and will send you our report as soon as it has been appropriately
coordinated within the Executive Branch.
