Zablocki (D., Wis.), House International Relations Committee, Regarding H.R. 10691 ?1. Action Requested: Attached for your consideration and signature iout letter to Chairman Clement J. Zablocki (D., Wis.), House International- Relations Committee, on H.R. 10691, the International Development Cooperation Act of 1978. . .. . . - 2. Background: H.R. 10691, the International Development Cooperation Act of 1978, is popularly known as the Hurmihrey Memorial Bil.,_ The thruts i of the bill is to effect major changes in the foreign econm,.c aid progra3Ri. It does not affect foreign intelligence programs or activities, and this is the basis on which we have deferred substantive comment. The bill would not concern or excite us except for the fact that the companion bill in the Senate, S. 2460, repeals.the Hughes-Ryan Amendment. We believe the omission in the House version was inadvertent. Although we do not want to highlight this aspect of the bill, I believe we have a duty to alert the Administration, and I have so advised Mr. James Frey, Chief of the Legislative Reference Division at 0MB. We will be discussing this with our oversight committees and with the House International Relations Committee when the report is sent to that Committee. . 3. Staff Position: The memorandum has been coordinated with the following offices: DIl4, OGC, SA/txJ) IG and NFAC.. 0GC concurred with the position that CIA does not engage in activities covered by the subject of this bill. 4.
