I called Tom Latimer and discussed a number of topics wi i , including the Director's problem in committing himself to appearances on Tuesday mornings because of his weekly meeting with the President at that time. Latimer said that Mike O'Neil, also of the Committee staff, was seeing if the Director might be scheduled for 11 January on the electronic surveillance legislation rather than the 10th and would be back in touch with us. On the session on 24 January concerning open budget, he said this might be moved to 25 January. (This is a problem for the Director, however, since he also has a request from the House Appropriations Defense Sub- committee for a world wrap-up briefing on 25 and 26 January.) We agreed to work on this problem and keep in touch. 2. I . I told Latimer that in addition to the unclassified paper on Soviet civil defense which we were preparing we were also preparing the annual unclassified paper on Soviet defense expenditures. I pointed out that in past years we have given advance copies to the House Armed Services Committee for their release. I asked Latimer if he thought the House Select Committee would want to assume this kind of an arrangement this year. As is the case with the paper on Soviet civil defense, Latimer asked to look at the paper so that he could make an informed decision. I told him we would get both of these to him as soon as they were in agreed form. 3. II I talked with Latimer about the status of our work on charter legislation and he expressed an interest in receiving a copy of our informal draft of Title I.
