26 September, sent to-Dennis Miller, House Government Operations
Committee staff, a copy of the unclassified publication entitled
"USSR: Development of the Gas Industry."

called him back to provide it.

Papers" legislation. Mr. Ingram said the House version is sti?l
tied up in the House Committee on House Administration, and it
is doubtful that it will be passed during the 95th Congress.

on a DDO report regarding the Warsaw Pact. However, this
briefing was called off by Richard Giza, of the Committee stann,
shortly prior to our arrival. at Capitol Hill.

House Permanent Select Committee on Intelligence staff, avd bi cd
on input provided to me by Tony Lapham, General Counsel, provi'?cd
him with some background on a definition of "sensitive" opera ions
referred to in Executive Order 12036. One outstanding questio~i
is to determine the process that is currently in being for briefing
the SCC on "sensitive" operations.
Mr. Anderson requested a briefing for Loch Johnson, of tfni!
staff, and himself on DDO recruitment of CIA staff employees ou
university campuses. I have passed this request on to Doii Gregg,
PCS/LOC.

23. (Internal Use Only - GMC) LIAISON Called Paul
O'Connell, on the staff of the Morgan-Schmitt Senate Select
Committee on Ethics Subcommittee, to tell him that I had
received his letter asking for additional information related
to the Subcommittee's investigation of the Senate Select
Committee on Intelligence oil study leak. I told O'Connell
that it appeared that considerable research might be required to
answer the Subcommittee's latest questions and that it migh
take a week or so to come up with the answers which the
Subcommittee sought. I told O'Connell that I would forward
the letter to the National Foreign Assessment Center so that it
could begin working on the Subcommittee's request and that I
would be back in touch with him the following week.
24. (Internal Use Only - GMC) LIAISON Called Mike
Glennon, Legal Counsel, Senate Foreign Relations Committee,
to confirm that his meeting with the A/DDO was scheduled for
Wednesday, 4 October 1978, at 2:00 p.m. at Headquarters.
Glennon said that he preferred to delay interviews with othe--
DDO officers on several foreign intelligence services until after
he had met with the A/DDO.
