NFAC/ORPA, to a briefing on the current situation in Panama
for Representative William L. Dickinson (R., Ala.) The CongT-css-
man recently visited Panama in connection with his responsi.b-iti(-~s
on the House Armed Services Committee and was interested in
our evaluation of the internal and external threat to Panama.
This was up briefing to a short telephone conversat_cin
between and the Congressman last Friday afternoon.
7. LIAISON Met with David Kc:ncy
and George W. Ashworth, staffers on the Senate Committee on
Foreign Relations, and informed them that a facility in the
Soviet Union, which they were interested in, was no longer
considered a possible BW site. Later I called Mr. Ashworth
to let him know that

to e a resident scholar at the gency _or some time. I said
I saw no reason, however, why he could not submit an essay to
the Committee on Soviet/U.S. relationships. Arrangements
were made for to call Mr. Ashworth directly to
make any final arrangements.

Xgency offered two points of factual clarification and a

to classified material. The staff accepted all of
the suggested changes.

Filson, Deputy Legislative Counsel, House of Representatives,
and with Marty Black, Assistant Counsel, House Administration
Committee, on the subject of House rules on the hiring of
committee staff.

Jack Ticer, Chief er , Senate Armed Services Committee. who
requested six more copies of the National Basic Intellige,zee
Factbook. They were mailed this c~.ate.
4. LIAISON In response to his
request of 12 September, sent via mai.1 to Jeff Strandberg, it
the office of Senator Dale L. Bumpers (D., Ark.), a copy of
the unclassified publication entitled "Estimated Soviet Defer,
Spending: Trends and Prospects."
5, LIAISON Accompanied. Bill Miller,
Staff Director, Senate Select Committee on Intelligence, to E.ii
address before the course "Perspectives for New Supergrados"
at the Chamber of Commerce building. Miller spoke for
approximately 20 minutes on past, present, and future oversih.IIt
as well as S. 2525, the proposed intelligence charter, and then
answered questions.
