The Subcommittee on Civil and Constitutional
Rights of the House Committee on the Judiciary, which has
jurisdiction over the civil liberties of federal employees,
is examining the practices and procedures of Federal agencies
regarding employment contracts for and pre-publication
clearance for private publications by their current and
former employees. flpecif.i.cally, we are interested in private
communications as opposed to those made as the spokesperson
for the agency. The types of communications/publications
with which we are concerned include written publications,.
interviews with the media, radio and television appearances,
communications to Congress, etc.
To assist us in this study, would you please
provide, both for your agency and for the agencies under
your jurisdiction, responses to the attached questions and
the requested documentation.
It will be greatly appreciated if you could submit
your responses and documentation by no later than April 10,
