LIAISON Saw Thoa7aas K. Latimer,
Staff Director, Muse ermanent Select Committee on Intelligence,
and discussed the following matters with him: (1) Told him that
Representative Robert McClory (R., I11.) had expressed interest
in the burden that FOIA has become for the Agency. I said that I
planned to make available a copy of the substance of the letter that
Mr. Jack Blake, DDA, had written to Representative Bill. D. Burlison
(D., Mo.) on the same subject but wanted to alert Mr. Latimer first.
He said that this was fine with him and that FOIA was a continuing
concern of Mr. McClory's. (2) Delivered the letter from the DCI.
to Chairma - ' 5olancl. (D., Mass.) conveying an intelligence
report on Mans on dealing with continuing pressures
from the U. S. a'ira'd asked that the Committee show the intelligence
report to Chairman John J. Flynt, Jr. (D., Ga.), Committee on
Standards of Official Conduct. (3) Mr. Latimer asked when we were
going to brief the Committee on liaison agreements. After
questioning, he refined the requirement to be "written agreements
that are essentially government to government agreements but which
were not reported under the Case Act to the Congress." I said that I
would look into it. And (4) I showed Mr. Latimer a copy of the
"revised" NIT} for 19 May and explained that the revisions were not
substantive----rather that they had been made to protect the source.
I added that the original NID had been simply too revelatory and that
the originators of the intelligence had insisted that the article be
changed to protect their source. Mr. Latimer agreed to tale a. look
at the article, based on his reaction, he might or might not show
it to Representative Romano L. Mazzoli (D., Ky.).
4. I MPLOYMMENT REQUEST Received a
call from Jackie, in the o time of Representative Paul S. Tri_bie
(R., Va.), requesting that a professional and clerical employment
package be sent directly to the Congressman's constituent,
I I OP was advised.
5. LIAISON Phoned Jean Evans,
Senate Select Committee on Intelligence staff, to inform him
the fact of the IOB investigation of the Nicholas Shadrin case
was not classified and that Members of Congress were free to
mention this in replying to constituents.
