Approved For Release 100020-8 Journal - Office of Legislative Counsel Page 4 Friday -10 February 1978 25X1 17. 1 1 LIAISON Bob Beckel, White House staff, called to discuss further the handling of the_reauest for declassification of the testimony of Senators Birch Bayh (D., Ind.) and Barry Goldwater (R., Ariz.) before the Senate Foreign Relations Committee on U. S. intelligence activities in Panama. I repeated my suggestions of the previous day and he said they were in line with his thinking and said he would like to have a meeting in the White House later this afternoon. It was arranged to have it at 4:00 p.m., after the 3:00 Legislative Liaison meeting. Subsequently, in the company of DDO/ 25X1 LA Division, we met with Bill Lynck, DEA, Phil Jordan, DOS, Hunter Estep, State Department, and Beckel to discuss this matter. I provided Admiral Robert Inman, D/NSA, with a copy of a blind version of LA Division's memo and he said it reflected his views and I again recommended that Beckel consider recommending to the Senate Select Committee on Intelligence that they draft up a Micronesia-type report rather than issue a sanitized version of the transcript because our end results in the latter case would be very insubstantial and perhaps mis-leading. Beckel said he would be dealing with Bill Miller, Staff Director of the Select Committee, and said he might like to call upon me to see Senators Bayh and Goldwater. 18. I ILIAISON Mike O'Neil, Chief Counsel, House Permanent Select Committee on Intelligence called in follow-up of his inquiry yesterday on a trip overseas O'Neil. advised that the Soviet Bloc portion of the trip was off. aerie Me meeting of the White House Legislative Liaison group. 20. Waxman (D. , Calif.). A constituent of Representative Waxman's, who is a teacher doing research for a newsletter he is preparing, is requesting_a copy of a report about CIA experiments conducted on the emot nal effects that circumcision had on five to seven year old boys of low income families. The constituent believes this experiment was done in 1961. I referred the call to of our office, who has turned the matter over to the Coordination and Review Staff. 22. LIAISON Received a call from Marianne Gomez, in the office o : Senator Pete V. Domenici (R. , N. M. ), re4l~pgt;-?ff_ information on CIA's mandatory retirement age, when it was effective and if it is retroactive. She said she called yesterday and had not received an answer and needed an answer by 4:00 p.m. our time. I advised Mr. of our office, of the call. 23. I LIAISON Received a call from Russell Lederman, in the office of Representative Clarence Long (D., Md. ), requesting, for a constituent, an atlas of maps of the Middle East. After checking with NFAC/CSS, office, I 25XI informed Mr. Lederman that as a rule we did not fill constituent requests and the maps the constituent was interested in obtaining were available through the DOCEX system. 24. LIAISON Called Peter Stockton, House Interstate and Insular Affairs Subcommittee on Energy and Power staff, rmed arrangements for him to review CIA documents on which had been provided to the now defunct Joint Committee on Atomic Energy in DDO, office, at 9:00 a. m. on 13 February.
