I have carefully considered your request to make available
Surveys and Investigations Staff studies of various. intelligence
community programs. The Committee has not routinely made investigative
studies available to other agencies. However, if you are willing to
agree to certain conditions, I believe the Committee could make an
exception to its general policy and provide copies of the studies
which have been made to date. This would be a one time exception and
would not necessarily apply to future studies.
In exchange for making the studies available, the. Committee
would require that.by March 20, 1978, the intelligence community provide
a written response to each of the studies. These written responses
should include, but not be limited to:
1) Overall evaluations of the accuracy and validity of the
principal observations and recommendations in each investigative
report. These overall evaluations would be in the nature of executive
summaries of the intelligence community's reaction to each report.
2) A detailed analysis of each of the principal findings in
each investigative study.
3) A description of all actions which have been taken or will
be taken to correct deficiencies identified in the investigative studies.

4) A detailed identification, by program and appropriation
account, of all funds in the FY 1979 budget which are related to issues
identified in each investigative report. For example, if an investigative
report recommends cancellation of a program and this program is funded
in FY 1979, these funds should be identified and an explanation given
as to why this program is continuing to be funded. Similarly, if an
investigative report recommends consolidation and separate programs
continue, the funds for the separate programs and the reasons for the
continuation of the separate programs should be given.
5) All written responses should. be complete and not subject
to change in later hearings without advance written notice of the
change. Failure to adhere to this policy has been one reason why the
Committee has discontinued giving investigative studies to other agencies.
Last minute changes of this type make hearings unproductive.
6) A uniform format for each response in order to facilitate
comparison among responses.
I realize these conditions will impose a significant workload
upon the intelligence community within a short time frame. Ilowever,
the investigative reports represent a very significant effort by the
Appropriations Committee. Only if there is an equally serious response
by the intelligence community, can the Committee agree to release.
these reports.
If you are willing to agree to these conditions, I would like to
have a written response to that effect. Once that written response is
available, members of your staff should contact members of my staff to
make arrangements for transfer of the investigative reports.
