MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with the Vice President,
23 October 1978
1. The Vice President, in his discussions with Senator Huddleston,
pointed out that we had problems with the "fully and currently informed
reporting requirement if it were to be set into law." There is a concern
that this could lead to undue harassment of the Executive Branch in a
.situation of unpleasant adversarial relationships. There was a general
agreement to try to find some compromise wording and specifically to
postpone that effort until Title II was negotiated. The content of
Title II, when it finally evolves, may determine how important the
reporting responsibility is; e.g., if there are rather broad controls,
the ability of the Congress to have access to information for purposes
of oversight will be greater.
2. Senator Huddleston wants to get into the negotiations personally 25X1
when he comes back about ten days after the election. The Vice President
wants to take the Title II to him personally and open negotiations with
