Personal Secretary to Representative William L. Dickinson (R., Ala.),
'called to indicate that the Congressman was interested in having
>/ a question answered that had arisen as a result of his recent
trip to Panama. Whine there, he was told about the threat to
Panama as a justification for 9 to 10 thousand U.S. military
personnel stationed there. The explanation for the threat was 25x1
not satisfactorily outlined to him and lie wanted the Agency to
give him our views on the internal and external threats to

on the staff of the House Permanent Select Committee on
Intelligence, called and we discussed language that should go
into letters from the DCI to Representatives Richard. A, Gephardt
(D., Mo.) and Dan R. Glickman (D., Kan.)
22. LIAISON Saw Fred Hull, on the
staff of the House Permanent Select Committee on Intelligence,
and. told him that Tony Lapham, General Counsel, would be testifying
before the House Committee on Government Operations on 19 September
on the subject of how illegalities are reported to the Department
of Justice.
