Hitz Legislative Counsel Central Intelligence Agency Washington, D. C. 20501 As you know, the matter of the Soviet and Cuban presence in Africa and the Middle East is of growing concern to the Congress. It continues to be a matter widely discussed in the U.S. Senate. Consequently I have directed Dr. Robert K Wolthuis, the Deputy Director of the Senate Republican Policy Committee staff, to prepare a reference paper showing the location of Soviet and Cuban personnel (military and political) as well as military installations in Africa and the Middle East. For background purposes, I feel it would be very useful for Dr. Wolthuis to receive a classified CIA briefing on the subject of the Soviet and Cuban presence in Africa and the Middle East. He holds the necessary security clearances. The paper of course will not contain classified materials since I plan to distribute it to the Members of the Senate on our side of the aisle. We would have no objection to your reviewing the paper before its release provided that it be done expeditiously. I would also like to point out that the paper will be a reference work only and will not be an evaluation of current U.S. policy.
